Crime in New York State 2010 Final Data (9/2011) (13 pages, 553 kb PDF) This report contains final index crime statistics for New York State in 2010. Historical crime data are also presented.

Hate Crime in New York State 2010 Annual Report (7/2011) (12 pages, 483 kb PDF)
This report chronicles the hate crime incidents that law enforcement agencies reported to DCJS for 2010, including data on the number of incidents reported and the type of reported bias. The report satisfies the annual reporting requirement found in Section 837(4-c) of the Executive Law.

Missing and Exploited Children Clearinghouse 2010 Annual Report (4/2011)
The number of children reported missing in New York State increased by 4 percent in 2010, but only two stranger abduction cases were reported; the vast majority of children reported as missing – 94 percent – turn out to be runaways.

2010 Operation IMPACT Annual Report
This report details the activities of jurisdictions that participate in Operation IMPACT, the state’s program to target violent and gun crime in the 17 counties Upstate and on Long Island that account for approximately 80 percent of the reported crime in the state outside of New York City. Key elements of the program are information sharing and partnerships among law enforcement agencies, intelligence-based policing and timely use of accurate crime data. (3/2011)

This report summarizes the processing of felony cases in New York State’s superior courts and satisfies the annual reporting found in Executive Law Section 837(1).

Domestic Violence & Violence Against Women

Arrests and Arraignments Involving Strangulation Offenses Nov. 11, 2010 – Feb. 22, 2011 (2/2011)
More than 2,000 individuals were arrested for strangulation offenses across New York State in the 15 weeks following the law’s effective date, according to a research brief issued by the New York State Division of Criminal Justice Services (DCJS), and the new law is providing police and prosecutors with an effective tool, particularly in the fight against domestic violence.

Domestic Homicide in New York State, 2010 (8/2011)
Statewide and regional statistics on domestic homicide with special focus on intimate partner homicide.  Demographic characteristics of homicide victims, as well as the respective circumstances surrounding the homicide incidents, and the types of weapons used are summarized.

2008 Domestic Incident Reports Involving Elderly Victims (2/2010)
This report examines domestic incidents involving victims 65 years or older that were documented in a New York State Domestic Incident Report. It describes the domestic incidents and includes information on the relationship between the victim and suspect, victim and suspect demographics, offense category, orders of protection, and arrest information, if one was made.

Violence Against Women State Plan: 2007

Drug Law Reform

The Division of Criminal Justice Services, working in partnership the Office of Court Administration (OCA), the Office of Alcoholism and Substance Abuse Services (OASAS), the Department of Correctional Services (DOCS), the Division of Parole (DOP), and the Division of Probation and Correctional Alternatives (DPCA), is responsible for studying the impact of drug law reforms that took effect in 2009 (Executive Law Section 837(4)(b-1))

The reforms provide judges with more sentencing options for non-violent defendants who are addicted to drugs or have a substance abuse dependency, including expanded opportunities for treatment alternatives to incarceration.

Preliminary Impact of 2009 Drug Law Reform October 2009 – September 2010 (10/10)
After one year of full implementation, this update reviews the impact of the new drug laws on admissions to prison, drug court activity and admissions to treatment.

Felony Drug Arrest, Indictment and Commitment Trends 1973-2008 (2/2010)
Information on the criminal justice processing of felony drug cases, beginning in 1973, when the Rockefeller Drug Laws took effect and ending in 2008, the year before the reforms were enacted.

Profile of Felony Drug Offenders Committed to New York State Prison 2008 (2/2010)
Demographic and criminal histories of drug offenders admitted to prison in 2008, the year before the drug law reforms were enacted. This report establishes a baseline for future reports assessing the impact of the reforms to determine whether they are working as intended.

Hate Crimes

Hate Crimes in New York State: 2010 Annual Report (7/2011) (12 pages, 483 kb PDF)
This report chronicles the hate crime incidents that law enforcement agencies reported to DCJS for 2010, including data on the number of hate crime incidents reported, the number of hate crime prosecutions, the disposition of cases that began with a hate crime arrest and data on the type of bias that was reported.

Hate Crime Task Force Recommendations (10/2010) (9 pages, 50 kb pdf)
Former Governor Paterson’s Hate Crimes Task Force, which established in January 2009 following a series of bias-motivated attacks across the State, outlined a multifaceted approach to addressing the issue. The proposals include the development of curricula for students and school staff, enhanced training for law enforcement on hate crimes, and the implementation of a consistent approach that agencies and community-based organizations should adopt when responding to victims.
