OPCA is committed to improving practices that promote public safety, ensure offender accountability, provide restitution to victims and reduce recidivism. OPCA provides the tools necessary to enable local jurisdictions to make the best use of their staff and programs. The programs funded through OPCA enhance New York's criminal justice and juvenile justice policies and offer specialized services that are supported by research including employment, training, and treatment - all of which substantially contribute to successful and longstanding outcomes.

NEW - ATI Programs continue to provide critical services to New York State's criminal justice system by providing cost effective programs that reduce unnecessary reliance on local and state incarceration, reduce recidivism, promote public safety and assist individuals change their lives to become productive residents of our State. Highlights of the 2011 Annual Statistical Reports include:

Analysis of Alternative to Incarceration Program Participants provides information about individuals participating in Alternative to Incarceration (ATI) programs funded by the Division of Criminal Justice Services (DCJS).  The report describes the legal and demographic characteristics of ATI participants who were discharged from these programs between January 2008 and December 2010.

200% of Poverty Programs Spur Employment and Child Support Payments – The 200% of Poverty programs that focus on employment and supporting families have again posted significant accomplishments. The 2011 report details nearly 400 jobs obtained during 2011 and significant 90/180 day job retention. Nearly 37 percent of the jobs obtained paid $10 or more per hour. 1,100 custodial and non-custodial parents of 1,937 minor children were enrolled in continuing and new contracts during the year, and 277 parents began paying child support.
